Texas SB 711 — What It Means for Your HOA

Passed by the 89th Texas Legislature and signed into law, effective September 1, 2025.

The Plain-Language Version

Texas has long had some HOA transparency requirements, but SB 711 significantly expanded them. For the first time, the law creates a clear website mandate — not just document-access rights, but a publicly accessible online presence.

Texas Property Code §207.006

"A property owners' association must maintain a website if the association is composed of at least 60 lots, or has contracted with a management company."

The law doesn't just require a website to exist — it requires specific content to be posted and kept current. And the enforcement mechanism is financial: associations that aren't compliant lose significant legal remedies.

A companion bill, SB 2586, adds reporting requirements to TREC (the Texas Real Estate Commission) with daily penalties for non-compliance.

Texas SB 711 took effect September 1, 2025. If your HOA has 60 or more lots, or if you use a professional management company, you are legally required to maintain a compliant website. The law is already in effect — there is no grace period being offered. The longer you wait, the longer your financial remedies remain at risk.
It depends on the content. A Facebook page, a single-page flyer site, or a management company portal that requires login may not satisfy SB 711's requirements. The law specifically requires governing documents, fee schedules, and board contact information to be publicly posted. At minimum: your CC&Rs (and any recorded amendments), Bylaws, Rules and Regulations, and your current fee schedule. We'll send you a complete document checklist as part of the intake process. If you're missing some documents, we can help you locate them through your county deed records — that's a service we provide at no extra charge.

Absolutely. If you already own a domain (like oakhillshoa.com), we'll activate it as part of your setup at no extra charge. If you don't have one yet, we'll help you register the right domain — typically $12–$15/year. Either way, you'll have a professional URL for your SB 711 management certificate filing with TREC.
We give you 30 days notice before any service discontinuation. If you choose to move on, we provide you with a full export of your site code and all hosted documents — you own your content. You can host it elsewhere or transfer to another provider without losing anything you've built.
Under SB 711 and SB 2586, your management certificate must be updated to include your website URL and filed with TREC within 7 days. Our Premium plan includes TREC filing coordination.
